PORTSMOUTH, VA — Portsmouth Police have announced the arrests of two suspects in connection with a fatal collision that claimed the life of a pedestrian in January. Authorities have identified the victim as 33-year-old Corey DeShawn Clemons.
The incident occurred on January 12, 2024, in the 1100 block of Virginia Avenue, near High Street. Emergency responders arrived at the scene following reports of a pedestrian struck and pinned beneath a vehicle. Clemons was tragically pronounced deceased at the location.
Following a months-long investigation, police took 18-year-old Eric Reign Rivers and 21-year-old Terrance Shelton Bailey into custody. Both men have been charged with involuntary manslaughter and are currently being held without bond.
While the specific details of the collision have not been fully released, the extensive investigation led detectives to determine that criminal charges were warranted in the death of Clemons.
